We re-negotiated the Contract and implemented a recovery programme on the £15m nuclear decommissioning project, to complete ahead of schedule, under budget and restore stakeholder confidence.
The 110 metre high chimney at Sellafield was the site of Britain’s worst nuclear accident, when in 1957 it caught fire and released a plume of radioactive material over north-west England. After more than half a century, radioactivity had now decayed sufficiently to enable the 1st phase demolition of the chimney and the removal of the filter gallery – some 500 tons of structural steelwork, concrete and masonry from the top of the chimney.
The challenge was to carefully demolish the structure’s component parts, bag and record the contaminated materials for safe disposal. The contract had been let under an NEC3 Option C – Target Cost form of contract and with the client’s loss of confidence in the contractor’s performance, there was an urgent need to establish a ‘win – win’ solution in order to avoid a protracted dispute.
With differing views by the client and contractor on variations in scope and the present status of the works, we initiated and negotiated a re-base lining of the contract; providing the agreement for a revised target cost, programme and key performance indicators.
There was an integrated team approach to the works delivery with regular daily, weekly and monthly team and project meetings, ensuring the contract was closely controlled, completed early and under budget; restoring the client’s confidence and the contractor’s reputation.
