We managed 3no professional teams and 4no contractors and negotiated the settlement of final accounts, to permit the timely implementation of an £18m phase of a rationalisation programme for the RAF.
RAF Halton is one of the largest Royal Air Force stations in the UK, located near the village of Halton, near Wendover in Buckinghamshire, at which HRM the Duchess of Cornwall is the Honorary Air Commodore. RAF Halton is the RAF’s centre for recruit and airmen’s development training, also hosting a number of other independent units. This £18m phase of the RAF’s rationalisation programme included providing new accommodation and messing for non-commissioned officers, refurbishment of 3no accommodation barrack blocks, refurbishment and conversion of existing hangers into classroom accommodation, and the construction of a new sports pavilion and playing fields.
We were responsible for project managing the design, procurement, construction and handover of this phase of the rationalisation programme.
We consulted the Project Sponsor and determined the RAF’s requirements; led 3no multi-disciplinary design teams (1no responsible for the barrack blocks and hangar conversion, 1no for the NCO’s accommodation and mess, and 1no for the sports facilities); invited expressions of interest and tenders, managed and administered 4no construction contracts under differing forms of GCWorks1 model form (Design & Build for the NCO’s accommodation and mess, traditional fixed price on drawings and specification for the others); determined the final accounts and negotiated settlements of claims.
All 4no contracts were successfully completed within scope, cost and schedule to permit the timely occupation of the accommodation, training and sports facilities.
